Executive - Indian Government consists of the President of India (head of the state), the Council of Ministers, the Vice-President, the Union Ministries and the Independent Executive Agencies.

The accountability of civil servants is to both to ministers and to the Parliament which is constitutional and politically significant both. The primary responsibility of the civil service to the people and the society is to serve the government it has elected. At the same time, civil service should be apolitical and performing its functions in an impartial and professional manner.

In India, the political situation has improved from last government. Till 2014, there was UPA government whose ministers were so obsessed with money that they focused only on filling their bank account while giving very less to the society. No doubt at that point of time, the growth rate was highest but that growth rate was inflationary not actual and the growth rate was not sustainable. Now the situation is India is improving as the top leaders really wants to improve the country. In my country now the situation have improved but it is still professional + political. Civil servants are appointed by the very tough exam in India but the major problem is reservation which creates partiality among candidates and the deserved candidates may suffer from it. So in India, civil servants are hired political as well as from exam.

Civil servants are trained from their seniors in which they are given very tough training, even in training many people leave it in between because it is very hard to survive in the training. They train it for the toughest situation you can think of to save our country and the training make them quick decision maker. They are promoted on the basis of their work plus there is political influence too.

The success of the bureaucracy can bemeasured through the people in the society, they can tell us how government is performing, how well the policies are, how well the infrastructure is. People look at the success of bureaucracy by observing the false numbers which politicians provide them.

Yes i think that people go to bureaucracy for individual help and there are politicians too which makes their work done in a short span of time where people poor still fight for their work to be done. Yes it totally depends upon the type of government i take.
