According to the text, gerrymandering is the process of drawing district lines to benefit one group or another, and can result in extremely strange shapes by the time state politicians are done. There are three types of gerrymandering that the book describes, first there is pro-incumbent which is when a state legislature is closely divided and members can’t agree to give advantage to one party or another, so they create districts that reinforce the current power structure and favor the people who already hold the seats. Second, there is partisan gerrymandering is when the goal of the party that controls the redistricting process in a particularstate legislature is to draw districts that maximize the number of House seats their party can win. And lastly there is racial gerrymandering is when districts are drawn to favor or disadvantage an ethnic or racial group. The main perk of gerrymandering is that the controlling party basically getto choose how they want a district to be set. In general, the process of gerrymandering is fair because the controlling party is decided by the population of people in the area. Racial gerrymandering on the other hand is clearly unacceptable. Not sure if there are better ways to redistrict other than based on population and the controlling party.
