Before i answer the question let me give an idea about nominal and ordinal data
The nominal and ordinal data both are categorical data.
Nominal data is categorical data which have categories without a ordering for examples gender of a person which can be male or female
Whereas ordinal data have ordered categories for example social class : upper,middle or lower (3 class have order or rank)
In parametric test we make assumption about the population parameter of the data but in case nominal and ordinal data we can not assume anything about the population's distribution as they are categorical data so, the statement "The methods of parametric statistics can be applied to nominal or ordinal data" is false

As i have mentioned in question 1 the ordinal data have ordered categories which also means the categories can be ranked
To gives us the correlation between two variables Spearman's rank correlation coefficient has to rank the two variables and we know that the ordinal data can be ranked so,we can say Spearman's rank correlation can be used to analyze the association between two ordinal level data.
