i will take a point positive charge and i will put it at that point where i find to find existence of electric force . if the charge displace then at that point electric field exist so charge electric force acting on charge . and if charge remains at rest then there is no electric field on any source charge so charge not feeling any force on it .

again , i will put a current caring  wire to test magnetic field . and i will change the orientation of wire to test magnetic force on wire . if wire feel any force on it then it is magnetic force . changing orientation of wire is required to test magnetic force . because in formula of force on wire ( i dl*B) vector quantity so, when angle between wire length and magnetic field becomes zero ( parallel ) then no force acting on wire . so , i will change orientation and observe that wire feel force or not . if wire feel no any force in any orientation then no force exist .
