head of department in any company wants to know the relationship between drug abuse and dysfunctional behavior with in organization..
so what will be relevent population for research?, approprite sample design? and appropriate sample size.?

The population is clearly all the employees in the organisation, as we want to draw inference from them (regarding dysfunctional behavior).
Employees depending on their designation, might have some inherent impact on their behaviours. In order to take this into account, a stratified sampling looks a good design. So, we divide the employees into stratums depending on their designations and sample randomly (let's say with replacement. If the population is large tis should not bother much) from each stratum.
The sample size can be taken as a fraction of the population size. A good choice can be (1/3)rd of the population size (if that is not infeasible). And we can use a proportional stratified sampling, where the size of the sample drawn from a stratum is proportional to it's size in the population.
(Here we are assuming that there are significant cases of drug abuse, so that random sampling gives us a good probability of having a considerable proportion of people with drug abuse in the sample. Then, we can assign a score to their behaviour and can carry out an ANOVA test to see whether the behaviour dysfunctions significantly for those with drug abuse.)
