is both safe and effective as a remedy for specified ailments. Do
you think the “safe and effective” criterion would be a good one
for Congress to adopt for the passage of new legislation? Why or

The “safe and effective” criterion would be a good one for Congress to adopt for the passage of new legislation. I think, yes.
Because:
Most government action would not always meet this criterion. No. Because the government takes actions politically. The decisions that it takes depends on various factors which may include safe and effective criterion or may not. Say for example, several governments have allowed cigarette smoking allowed in their countries even when cigarette causes cancer. This is although not safe and effective to do. But it is still allowed because government see it as a source of revenue. It has imposed high taxes on buying cigarette in order to discourage individuals to buy it as well as to gain extra revenue.
