Discussion: On Project Charter
You have been hired to oversee the decentralization of your client’s human resources function in which corporate functions will be relocated to each regional office. Your boss wants you to start the project immediately, but you are insisting that a project charter be established first. Explain to your boss the importance of a project charter and what could happen if you decided to proceed ahead without a charter.

A project charter clearly defines each objectives of the decentralization of client’s human resources function process to specific individuals. The main purpose of a charter is to set directions to proceed and help keep track of the progress which eventually tries to achieve the objectives with in the time period and cost. If a project is handled without a project charter then it will be difficult to keep track of developments and any sort of deviation from the main objectives which ultimately increases costs involved and makes the project vulnerable to any changes. This would make client to lose confidence because of inability to explain the developments, keep track of improvements, and address any issues during the course of implementation and finally delayed implementation of the project with increased costs. While with a project charter the projects can be implemented smoothly and helps in improving the image of the firm.
