Planning is a tool that enhances the probability of success of a project & strategic plan is like icing to this.
Yes, the government can act like a business, but its scope & view for benefit are vaster than the normal business. Government cannot be a business, but yes, it can act like a business in some cases when needed to set direction for the benefit of its people. Business runs for personal benefit but, the government runs for the benefit of its people. For example: Government sets various organizations or institutions which provide free education or health services to the people either at lower price or at no cost.
Yes, the government decides on a vision or setting the direction for the community. People gave command to the government individual's to set direction for the society for its welfare. The recent example is where the government setting up vision or guidelines for the welfare of the community during the COVID-19 situation. Government established various measures & guidelines to protect the people from COVID-19. It is responsibility of the government to look after the health of its people. It requires vision, strategic plan & strategic implementation activities to protect people from this pandemic.
