A. The present value of future environmental benefits is lower.

28. If a government creates a market of tradable permits for greenhouse gases, the price of these permits would increase if environmentalists buy up permits to reduce the total amount of greenhouse gases.

Since, they have purchased the permits thus, less number of permits are available the prices would increase.

29. Global climate change is a global public good as it is due to the emission of greenhouse gases and all countries contribute cumulatively in increasing the overall concentration of these gases.

It may be noted that even though a country is not contributing to greenhouse gases but still they will be hampered by it. Similarly, even if a country is not working on to reduce global warming but the steps taken by other countries will improve them too. So, we can say climate change is associated with free rider problem.
