A work of fiction that can fit the requirement can be ‘Captain America: Civil War.’ The destruction caused by the Avengers while discharging their duties has both a social and an economic impact. The scale of the negative impact forces the United Nations to come together to control the supply of ‘enhanced individuals’ so as to say my controlling how freely and when they can come into a negative situation.

Apart from their activities and freedom of movement across sovereign borders, their ability to use their equipment to defend against aggressors is also seriously curtailed. This is akin to controlling production with the best example being Iron Man. He can’t go on producing suits at will.
