Concept:- development of ovary or testist in a developing foetus depends upon presence or absence of SRY gene which is present of Y chromosome. So if y chromosome absent --- ovary develop.
But development of external genitalia depends upon presence or absence of Dihydrotestosterone. Which is formed from Testosteron by 5 Alpha reductase.
If mullarian inhibiting substance is released by Sertoli cell of testis --- then no deffirentiation of mullarian duct.
And presence of androgen stimulate wolfian duct differentiation.

Since no sry gene so ovary develop.
No stertoli cell so no mullarian inhibiting substance so mullarian duct deffirentiation OCCURE.
Since androgen is present so wolfian duct will also deferentiate.
During embryonic period both male and female have same ext genitalia appearance . Then testosterone is formed by testis which decide the decenretiation of external genitalia.
So if testosterone level will me high then it will lead to masculanized external genitalia.
