A) Set the monitor to turn off after 15 minutes of inactivity

Go to Start Menu -->Control panel - > System and Security -> Power Options(click on Change when the computer sleeps)

Basically you can set power options in two states:

  • When your computer is working on battery
  • When your computer is plugged in to some electric source

I will show you how to change the settings here as needed for the current task.

Click on the drop down menu(which belongs to turn off display option) as shown below and select the time "15 minutes", then click on "save changes".

If you want to enable this feature when your computer is plugged in to some power source, then select the time in the corresponding drop down menu also.

(Saving changes - I enabled the feature in both "On battery" & "Plugged in" situation):

B) Identify the how to access the online help (manual) function

Microsoft has implemented a virtual assistant to fix all the major issues faced by the customers recently. You can simply type and enter your problem in the help window, so that virtual assistant can process the same and give you the best results to solve your problem.

  • Click on Start menu and type "Get help"
  • Then open the application as shown below

Type your problem and hit enter to get the help:

C) Use the online function to identify how to set the computer to go into standby mode after 1 hour of inactivity.

"Sleep mode or Standby is where a computer, monitor, or other hardware devices enters when idle for too long. This mode helps conserve power when a computer or computing device is not in use without having to sacrifice the time it would take to turn off and on the computer."

Then click on the corresponding options provided from the given list as shown below:

So I am going through the instructions provided by the online help available in windows to enable standby mode in windows:

(Start menu-.> Settings)

Click on System:

Click on Power & Sleep:

Here you can adjust your sleep time when your system on battery/ plugged in to some power sources as shown below(I set it as 1 hour now):

So this was a similar window we have seen while setting the "turn off monitor after 15 minutes" feature earlier. That means there are two ways to perform both the operations mentioned in Task A and Task C in your question:

  • As we first discussed via control panel(Start Menu -->Control panel - > System and Security -> Power Options(click on Change when the computer sleeps))
  • Then Start menu-.> Settings-> System-> Power & Sleep
