In metal parallel-plate waveguides,the the electric field of TE​​​​​m is derived from Maxwell equation is:

In the figure attached you see that for TE​​​​​0 case

(m=0),we have trivial answer of E=0,that is why TE starts with TE​​1 .This doesn't happen with TM​​​​​0 model beacuse it behave like a cosine functions instead of sine i.e. it is not zero at m=0.
