Answer: An MOA(Quality manager) should udnerstand the basic philosophy and purpose of each od Deming's 14 point .MOA should think of long term obejctives over short term objectives and create a constancy of purpose( it may be defining the customer needs clearly) and clear vision. The MOA should go with the flow and be open to new changes and ready to adapt. KPIs /critical success factors)or statistical measures should be established for continuous and objective monitoring.The Statistical process control mechanism established should be able to control variations and also identify the root causes.Always use abalanced scorecard approach and never barter quality for cost.Focus on continuous improvement and enhanced productivity.Find out ways/methods to do the same thing in a better and new way.MOA should embrace a steep learning curve and focus on improving skillsets by continuous training.Institutization of leadership is as important as creating a conducive environment for everyone to work,an environment where the employees can tke responsibilities and ownership without the use of any threat or coercion.Remove hierarchy and barriers.Responsibilities should be shared and not thurst upon individuals.Also connizance should be taken for practicality during assignment of responsibilties to individuals.Eliminate the number game of target.Stop tagging and ranking the employees . Embrace transformation and get buy in from all stakeholders. In all these activities the MOA should either take the lead role to initiate or act as a facilitator.MOA shoud objectively monitor the accomplishment of each of these actions.
