How can I re-write the following questions as closed-ended questions to be included in a questionnaire?

1. Do agree that the World Bank were able to measure the degree to which loan conditions were implemented in Emerging Markets when political influences favored policy reforms during the fall-out of the 2008 Global Economic Crisis.

2. In response to the 2008 Global Economic Crisis, do agree that the World bank efficiently reduced poverty by increasing lending in larger degrees to middle income countries and lowered lending to low income countries? THANKS.

Firstly, I think the sentences are too long to be included in the questionnaire. General tendency of the respondents, when they see a long question, is to answer blindly. So, the sentences have to be cut short.

Secondly, the theme of the research seems to be 2008 Global Economic Crisis, so that term may be mentioned in the first 5 - 6 questions and then it is understood that you are referring to the 2008 Global Economic Crisis for the remaining questions of the questionnaire. Unless, there is another global economic crisis that is being referred to, you can avoid mentioning it again and again.

Thirdly, since you want to re-write these sentences as close-ended, the reply will either be in yes or no or it will have to be collected on a rating scale. For example:The rating scale for agreement can be from strongly agree to strongly disagree.

So, the questions can be re-framed as:

1. Do you believe that World Bank was able to measure the implementation of the loan conditions in the emerging markets (during 2008 Global Economic Crisis) ?

2. Do you agree that World Bank was able to reduce poverty by modifying its lending policy?
