(Answer) In order to rehabilitate and reinstate a criminal back to decent civil life, prisons over mandatory and recreational activities that help the prisoner. A program is a service that inmates would have the right to choose to participate in. However, a service is a mandatory activity.

Services: Prison services are generally those that help reinstate the prisoner to a psychological state that would help them be flourishing citizens of society. Depending on the crime they have committed, they may get psychological evaluations, therapy and even nuanced psychiatric care if necessary. Sometimes these activities may also comprise of community service. Issues like rage, addiction or extreme personality issues would generally entail that the prisoner requires these services.

Through a course of time, the prisoner would even possibly overcome the issues that caused them to commit the crime in the first place. These services are generally state-mandated or prescription.

Programs: Prisons can also have a curriculum that would include recreational activities such as cooking, painting, reading, education training and other such activities. The point of these is to normalise the inmates. These programs act as ancillary activities that help with the progress of the mandatory services that the prisoner participates in. A painting program or a book club would generally help lift their spirits and help with psychological sessions or rehabilitation if necessary. These programs help institutionalise the prisoner to help them become functioning members of societies.
