6. Explain the challenges that countries face when considering how to coordinate over an international environmental agreement such as the Kyoto Protocol.

There are different challenges faced by the countries for coordination on international environmental agreement. The first challenge is lack of willingness in some countries who are still developing. These countries argue that they need development and industrialization to fuel their economic growth. So, the agenda of the environmental protection does not suit them. They further argue that it should be first applied by the developed nations, as they are already developed. But, developed nations such as USA do not agree. The second challenge is the country specific objectives that do not match with each other. Each country wants to protect the environment, but all of them want others to move first, without regulating themselves. It brings contradiction and acts as a hurdle to the coordination. The third challenge is the timing of the meeting to discuss the issues of environment protection plan and agreement. Each nation has its own domestic agenda and accordingly, they are engaged. It means that they are unable to give attention to the importance of the environment that is jointly needed by everyone. It brings delays and nations do not take it seriously.
Besides, nations on the basis of similar needs and objectives, create forums and strongly put their own concerns ahead. It creates contradiction while the coordination drive goes ahead. It makes coordination to be less effective.
