The United Nations Development Program (UNDP) is a leader in
developing awareness of community building and capacity building.
Since the early 1970s, UNDP has provided guidance to its staff and
government on what constitutes institutional building.
The United Nations Office for Disaster Risk Reduction formerly the
United Nations Disaster Risk Reduction Strategy defines DRR
capacity development as “a process that people, organizations and
society promote systematically and develop. Their ability over time
to achieve economic and social goals, including through the
improvement of knowledge, skills, systems and institutions in a
favorable social and cultural environment. "
In 1991, the term was coined as "community capacity building." UNDP
defines community capacity building as a long-term sustainable
development process involving all stakeholders. This includes
ministries, local authorities, NGOs, experts, community members,
scientists and others. Community capacity building using human
potential, science, technology, organizations, institutions and
resources. The purpose of community capacity building is to address
issues related to development policies and approaches, taking into
account potential constraints and the needs of concerned people.
