As it is given that intially electroscope can be a +ve , -ve or neutral so to have to be sure that it is neutral we put place a finger and then charge get transfer to our body if electroscope has any charge and then we remove our finger . Now electroscope is electrically neutral . When we rub a rubber rod with a furr then rubbber rod gets -ve charge by gaining a electron from furr due to rubbing and then we place this rubber rod on the top of electroscope which transfer the -ve charge to the electroscope and which helps to get our electroscope -ve charge and then we remove our rubber rod from the vicinity of electroscope so our electroscope remains -ve charge. in this way we can have -ve charge on the electroscope.
