What is the purpose of Public Health law reform?
Public health law reform is needed because existing statutes are outdated. Thy contain multiple layers of regulation and they not consistent.
A model law would define following purposes:
1. Mission and functions of public health agencies.
2. It provide a full range of flexible powers, specify clear criteria and procedures for activities.
3. It provide protections for privacy and discrimination.
The law should become a catalyst, rather than an impediment, to reinvigorating the public health system. The law reform process provides an opportunity for public health agencies to draw attention to their resource needs and achievements and to form ties with constituency groups and enduring relations with the legislative branch of government.
Legal reform has the potential to enhance the agencies' relationships with legislature. Privacy and security of public health data is very important when we think it’s for individual and the individual and the public at large. Individuals can seek protection of privacy so that they can control intimate health information.
