Senile usually refers to or relates to exhibiting characteristic of old age. Most of the times used to refer to decline in mental abilities such as memory, loss or confusion, as people age. This is mostly seen in most of the people over the age of 65.
(a) is false because because the spinal cord and brain stem are developed and organs responsible for major functions like breathimb, heartbeat, circulation, sleeping, swallowing are developed by birth. While the higher regions like limbic system and cerebral cortex mature later. So hypothalamus is not last to mature but mature earlier.
