WTO commenced on 1st January, 1995. It is an international organisation which was instituted to reduce the trade barriers and to increase the trade between countries.

WTO also includes other countries who were not part of under uruguay round. Many countries became members later.

WTO does have an effective dispute settlement procedure.

And it is controlled by its members government not only USA.
