number of moles = weight of substance / molar mass of substance

number of moles of NO2 = 24.45g / 46 g/mol = 0.5315 moles

number of moles of H2O = 24.45g / 18g/mol = 1.358 moles

limiting reagent is the NO2

From the reaction,

3 moles of NO2 produces 2 moles of HNO3

then 0.5315 moles of NO2 produces (2 * 0.5315) / 3 = 0.3543 moles

therefore mass of HNO3 produced = number of moles * molar mass

                                                               = 0.3543mol * 63.01g/mol

                                                                = 22.326 grams
