International normalized ratio is the ratio of prothrombin time of patient to control prothrombin time (which is standardized for the potency of thromboplastin reagent by WHO)
The control prothrombin time is standardized time by WHO so INR is not laboratory specific. But prothrombin time alone is laboratory specific since reagents used vary from one laboratory to another.and so prothrombin time cannot be compared among different laboratory but INR can be.
INR values are used to monitor the effectiveness of anticoagulant therapy. For peoples on warfarin or heparin INR should be monitored daily to keep it in the standard range.
