Jack Perkowski, Chairman and CEO of ASIMSO Technologies, an American Auto Parts Manufacturer in China, posted the following African Proverb, translated into Mandarin, on his factory floor.
• Every morning in Africa a gazelle wakes up. It knows it must run faster than the fastest lion or be killed.
• Every morning a lion wakes up. It knows it must run faster than the slowest gazelle or it will starve to death.

The purpose of the Conceptual Framework (CF) as it relates to is to provide a foundation and organizational system through accomplishment of the primary objective,
Standard 1: Human Capital Management Educational leaders use their role as human capital manager to drive improvements in building leader effectiveness and student achievement.
Standard 2: Instructional Leadership Educational leaders are acutely focused on effective teaching and learning, possess a deep and comprehensive understanding of best instructional practices, and continuously promote activities that contribute to the academic success of all students.
Standard 3: Personal Behavior Educational leaders model personal behavior that sets the tone for all student and adult relationships.
Standard 4: Building Relationships Educational leaders build relationships to ensure that all key stakeholders work effectively with each other to achieve transformative results.
Standard 5: Culture of Achievement Educational leaders develop an encompassing culture of achievement aligned to the institution’s vision of success for every student.
Standard 6: Organizational, Operational, and Resource Management Educational leaders’ leverage organizational, operational, and resource management skills to support improvement and achieve desired educational outcomes.
Effective educational leader should form the guidelines for ethical behaviour in the organisation. In this manual, educational leaders should include all of the stakeholders of the university that are directly or indirectly associated with the university. Educational leader should then determine the roles and responsibilities of all of the stakeholders and should also define how university is ethically bounded to serve the expectations of all of its stakeholders from the university. Leader should also specify the procedures through which the university will be fulfilling the needs of the stakeholders.
These predefined ethical measures will give a general understanding to all of the stakeholders on how they would be dealt by the university and what would be the work culture of the university. Educational leaders should be task oriented and should allow a certain degree of innovation in the tasks being performed by the employees in the university. He should impart the needed skills among the individuals working in the organisation and should establish a system through which human resources in the university will be treated as per the drawn ethical parameters in its constitution. This will create a work climate which would be fair in all aspect of dealing with the human resources right from their selection to their performance evaluation and promotion to the higher positions. This will also help university in crisis management according to the established ethical and legal metrics, learning through imparting the training and development to the employees, professional development through skill impartment, and cultural diversity by employing human resources of varied cultures.
Work climate can be measured by the satisfaction derived by the employees while working in an organisation and productivity obtained from the employee that is dependent of the work climate. Vroom’s expectancy model defines the expectations of the stakeholders in an organisation. Current academic situation can be enhanced by implementing the vroom’s expectancy model wherein the university can apply this model so as to fulfil the expectations of all the stakeholders of the university and hence bring all of them in equilibrium.
