Answer) Absolutely,access to safe drinking water is a fundamental human right,when we talk about developing countries,there is a high possibility of affordadability problem alongside distribution and cleanliness with objective of conservation too being there,so in developing countries there needs to be focus on affordability through conservation that is if you are conserving enough you should be rewarded,that is for example let us say there is a developing country A and in A a certain amount of water can be used free of cost,post that there are slabs which leaves you with higher and higher cost,so there will be incentive not to waste water for most of the population,second way could be government mapping out the needs an average household would have and allowing that amount of water ro household,now in case someone needs more water,they can buy from government but upto a certain limit at higher than normal cost,third and final way could be through setting up project plans and incentivising companies working on this issue(like rainwater harvesting,cleaning unusable water and making it safe) to attract more and more people towards this issue.
