Ans:- We know ,Atoms are electrically neutral .If we consider the total charge of nucleus (proton+neutron) and total charge of electron,then we can see that

total positive charge of nucleus = total negative charge of the electron around the nucleus.

This means the atomic particles are conserved.They cannot be created or destroyed.They can be transferred from one atom to another. Thus coulomb defined a law in which the force between two point charges is proportional to the product of their charges and inversely proportional to the square of their separation.

as here we are considering a charge of nucleus (proton+nuetron) which is positive and electron which is negative so they are unlike charges and hence will show attractive force.
