Answer: Dumping or exporting dangerous or banned items to other countries should not be encouraged as it is unethical in principle.
Apart from ethical question, such rules have been also made in WTO.In Article 14 under Prohibited imports rules :
Government may ban imports, temporary imports or transit of goods if imports of such goods is banned under the legislation of the country of export of origin or destination of such goods.
As well under BASEL CONVENTION :Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal of 1989 is an international treaty which also bans the transfer of hazardous waste from developed countries to developing countries.
Hence countries can for such legislations to prohibit the export, import or transfer of such wastes in accordance with the rule in their domestic law.
Also such bans are justified according to dentological principle as well, because they are injurious to the health of human being, other flora and fauna as well as threaten the sustainability of environment.
However some objections raised as :such rulea can be misused to fulfil political wills as well as their lack of regulatory mechanisms under international arena, as international law can not be enforced effectively.Often bigpowers misused such rules according to their convenience.
