In 1980, UNESCO presented the Macbride report. The main aim of
the report was to access the problems related to the media and to
set an order. With the invention of the internet and satellite, any
news can travel far and wide. Media covers a wide range of subjects
from politics, religion, economy, and culture. We began to know
what people are doing, where people are suffering, and what to
expect from the media coverage. But along with this was the use of
the media to influence the public through deception, political
surveillance, economic exploitation, and other abuses of paper. So
there came a need to put the order on the media.
It aimed to look at the nature of communication and the status of
media in developed and developing countries. It analyzed the
communication problem in modern societies, particularly in mass
media and news. It considered the emergence of new technologies and
the suggested new kind of communication order to ameliorate these
problems. It concluded that imbalances in information and
communication systems are as disturbing and unacceptable as social,
economic, cultural, and technological barriers. It suggested the
democratization of communication technologies and the strengthening
of national media to avoid dependence on external sources.
There was strong opposition to the report from the Western
delegations and the declaration of Balance of Belgrade in 1980 to
remove UNESCO’s influence from politics. The soviets were against
this declaration as well. who were afraid of unpleasant situations
in history like the Mass Media declaration.
The criticism of this report includes that the concept of NWICO was
not properly defined in the set of initiatives that were laid to be
implemented later. It was criticized for accepting the concept of
middle-class boredom without trying to analyze and develop the
global perspectives of life. There was the inadequate treatment of
the transnational corporations. The need for the development of the
communication network in third world countries was
overstated.
4 decades later we can see the improvement in the four main areas.
With infrastructure and by training the personnel we can see
developed and developing countries improving themselves and not
falling into ant political schemes or traps with coverage of the
information. Cultures and communities are looked upon with respect
nowadays. Developing nations have established themselves
independently. Efficient information exchange without undue
influence is being carried out around the globe. Still, the report
can’t say as truly followed as certain nations put media to
political use and sometimes politics and culture come into
play.
