An actual majority vote against the law would be required to "dispute" the law (so not just a quorum vote).Amendments often are proposed as ways to overturn or get around controversial court decisions. In the current Congress, for instance, two separate proposals from Republicans would require representatives to be apportioned based only on states’ citizen population, rather than total population – a clear response to the Supreme Court’s 2016 ruling upholding the “one person, one vote” standard. And from Democrats, in another reaction to Citizens United, come three proposals stating that constitutional rights apply only to “natural persons” and not to corporations.

In my opinion-- I wout like to change the rigid framework behind the amendment (usa).in usa the amendment process is very much rigid in nature. So it is very difficult to change the constitution by time to time.The U.S. Constitution is rigid, as an amendment requires supermajorities at both the proposal and ratification stages (the most common method of amendment is proposal by a two-thirds vote in both houses of Congress followed by ratification by three-fourths of the states).
