Milio’s Framework for Prevention

Nancy Milio a public health nurse who formulated the framework for prevention. This framework was developed to explain the connection between the individual’s state of health and with that of the community.

She has introduced six propositions

  1. An Individual’s state of health is influenced directly due to health-sustaining resources that are too little or not enough.
  2. Individual forms their habits based on their actual or perceived choices.
  3. Individuals make choices based on their perceived personal or community resources.
  4. Organizational behaviors dictate the available options.
  5. Person choices and behaviors are influenced by maximizing the available resources.
  6. Health status is related to making alterations in behavior on a large scale

Health education has very less impact unless the availability of health-promoting strategies

Milio also challenged that the main factor that influences the unhealthful behavioral choice is lack of knowledge.

Milio also proposed in her framework that government and institutional choices should set the range of options for both individual and aggregate choices.
