A moral dilemma consists of the clash of values that makes it harder to act because selecting any of the alternatives will be inconsistent with the obligations and values of decision maker's. It is a moral duty of the democratic state to protect its citizens, their security and lives in particular. There may be a moral dilemma when have to choose between the lives of citizens and the soldiers; and the lives of compatriots of the attacking terrorists; thus it is important that government should handle such sensitive concerns.
