Walmart as a company has been in the midst of a controversy, that high amount of bribes were paid to authorities in Mexico for favors that extended beyond getting dealerships for the company.

Companies regularly update their employees on corruption and ethics and rulings are regularly telecasted on the internet, on T.V channels and across newspapers.

2) Italy's freeway system has not been completed despite billions in funding. :-

Italy is infamous for how it has dealt with foreign aid, when it comes to the A3 Highways which have been going on the development stage for decades since construction initially started in the year 1960. It even received funding from the European Union to the tune of $60 Billion and yet the freeways have not been fully completed.

Thus the statement is true.
