The state will not establish a religion; individuals can practice any religion, but the practice should not violate the law. Religious practice or State policies should not lead to entanglement of the State, and, the Church. The state policy should not bring the Church and the State against one another. The two Supreme Court rulings are for the State of Rhode Island, and, Pennsylvania. In the two cases, the state pays the teachers in public schools, and, private schools, in the second case it is to provide secular education. As per the Supreme Court, in the first case, religious imagery on walls, and, a large percentage of teachers being nuns violated the First Amendment of the Bill of Rights. The state paying the teachers in the State of Pennsylvania may be seen as an entanglement of State, and, the Church.

This, as the state, wishes to provide secular education but the state will have to get into paying the teachers for providing a secular education in State. Jurisprudence in case of the First Amendment of the Bill of Rights is that the State provides the freedom of religion, but, state policies, and, the religious practice should not be in violation of the laws.
