Kevin Whalling, Chief Counsel for the Whalling Law Group, PLLC must present on behalf of a newly formed Arizona Marijuana Growers Association (AMGA) at the Arizona State Legislature’s Senate Judiciary Committee to persuade legislators on the Committee that societal determinations of what is criminal is shifting away from criminalization of marijuana use to legalization of marijuana use. The AMGA wants to begin legally growing marijuana crops in Arizona for profit. Mr. Whalling has asked you to prepare a Memorandum of Law about societal determinations of what is criminal so he can help persuade the Senate Judiciary Committee to move forward with the marijuana farming bill.

Remember that this is an internal memorandum for Mr. Whalling; while his job is to support the bill on behalf of the AMGA, you can provide an objective analysis concerning whether such legislation makes sense based on the societal determinations of law.

1) Laws to prevent Marijuana user to carry Marijuana in public places. Else this will lead to normalisation of Marijuana usage in the society and in community.

2) Only certain breeds of Marijuana should be allowed to grow so that only medicinal properties of Marijuana are encouraged.

3) People who are using Marijuana should be of certain age, possibly an adult. Marijuana should be barred from teens and infants.

4) Usage of Marijuana without approval of relevant authorty be it doctor or administration should be made punishabale offence.

5) Non-adult using Marijuana should also come under punishable offence.

6) Prduction or selling of Marijuana without government approval or license shoud be made punishable offence.

7) Driving under the influence of Marijuana shoould be made illegal.

8) Marijuana usage shoud be confined to certain location so that community at larger remians isolated from Marijuana's influence.

9) Without license no import or expoert of Marijuana should be allowed.

10) The quanity in which Marijuana can be procured or produced should come up with some capping so that limit is set in supply of Marijuana.

11) Illegal distribution of Marijuana without necessary approval from administration should be made punishabale offence.
