Your neighborhood has recently had some break-ins, so the president of the homeowners' association called a meeting to address the problem. You have done some reading on crime watch programs, and you are eager to share your ideas. You arrive at the meeting expecting a brainstorming session, but instead you find the president making a presentation to the group. The presentation of his program is followed by a short question-and-answer session. There is no opportunity to present other ideas. Any attempt is met with "We'll have to look at that during the next meeting." The meeting ends with the president passing around an assignment sheet giving all the homeowners instructions for their new duties.
