When creating a color palette, the best pairing of colors would be.

For creating a Color Palette, the best combination is of RGB colors that is Red Green Blue Colors. So I would choose either option A (red and green) which results in yellow or option B(red and blue) which results in magenta since red is a very stimulating color and also grabs user's attention. Mixing red with either green or blue gives good results. Moreover both Blue and green hues are monochromatic (have only one wavelength). These colors are also inspired by nature.
A tinted color is a mixture of a color with white so it usually produces light colors and reduces darkness. Thus Option C will not produce a good pair of color palette since tint is light color and will not give good results with light background.
Warm colors are colors like red, yellow, orange and Cool colors are blue, green, violet e.t.c.. So for instance, if the background is light green, then yellow is not very presentable on it. So all combinations of cool background and warm text are not attractive and therefore it is not a good pair.
