As the Quote says
"Work Like There Is Someone Working Twenty-Four Hours a Day To Take It Away From you"
- (MARK CUBAN).

On the first basis there should be an own kind of Honesty and Dedication on the work in whatever career you are being Enrolled. According to this scenario, you should maintain Patience and Truthfullness in these kinds of situation on the duty, and impress upon the staff that Everyone should assist with this issue. On other side this may be sustained as a big issue as we cant call after time goes, and pay for consequences.  As a warning you may just politely ask receptionist to attend the Telephone call in First Priority as if there comes any emergency circumstances, and later regretting for that is not fair and there should not be any mistake encompassed by our side. Even though after warning if the receptionist continue to be involved in her personal calls and disregard the ringing telephone, you may inform but not utterly complaint about the recepionist to the esteem Manager or to the one who Coordinate these issues in reference to the workplace. Because if you just totally fill words with fallacy on colleagues or vendors in the work place,  it may aslo be concerned as your own negative word-of-mouth advertising and may also cause an bleak towards your own business as if you wont commit any mistakes in future, so it is always better to express or speak out calmly that may show your loyal towards your duty and as in Nursing field a characterization of Self-Restraint or Morality is very essential to be procured. Let the respected Manager or Coordinator take action towards recepionist activities and let them solve it on the way of certain Rules and Regulations that is to be followed and to be  possessed in these fields. In regardless, you should be more concerned on your own duty and let so not others attrite about your work. Hope, this would be the best in this situation that no one regrets nor accept the fault and get changed to be devoted on work and on a team, it's not the strength of the individual but it is the strength of the unit that how all function together.
