The primary objective of tort law is to make whole someone who has been damaged by the intentional or negligent acts of another.
The secondary objective of tort law is to provide means through which someone who has been damaged by another may use the power and authority of the state to prevent such harm from recurring (through restraining orders or other judicial tools).
The third objective of tort law is to punish those who intentionally and maliciously cause harm to another, such that their behavior is unlikely to be repeated.
Considering the objective of the tort law, if the alcohol wold be sod to minors there as possibility that they also have committed negligent act or damaged others. And if minor are found guilty they will be punished. The punishment to minor can vanish their future.
Therefore it is better to control the vendors to sale alcohol to minors and the law should impose strict liability in tort on stores and store clerks for the sale of alcohol to minors.
