The Affordable Care Act, or Obama Care as it is sometimes called, had a difficult start partly because it requires everyone to be covered by insurance or they must pay a fine. Why are all required to join? If most people consider health insurance a good thing, why do so many resist buying a plan even when they can afford it? (Assume there are no technical problems involved and the resistance is a rational response.)
