2. PREMISE:
As per the Rules, since the team dropped below the threshold from 2013, the Luxury tax rate is reset to 17.5% in 2015. Again in 2016, the team exceeded the limit. hence the rate applied will be 30%. Rates are applied ONLY on the amount exceeding the payroll limit allowed for each year.
