In International relations terms the state exist in a absence of government which are the only body responsible for their own protection.Example of prisoners dilemma in international relation is trade agreement in which two nation can get benefit by working together and signing the agreement.If one nation can cheat and receive more benefit at the cost of other, so second nation also have the same option to do the same.They can cheat on the agreement and get more benefit, but if they both cheat they both do very poor and due to this international trade negotiations are often tense and difficult.
