Special districts are the most numerous of all local governments in Texas. In fact, special districts have been on the rise since the mid-twentieth century. What has contributed to this rise? In economic development decentralization plays a prominent role.Which gives importance for local government inturn to local development.When we look into statistics of local government in Texas there are more tan 3250 government organization and in turn it has 254 counties and more than 1200 municipalities.

In the mid 20th cen in Texas,it started giving more importance for local development which had to meet the basic necessities of the local people as decentralized powers if vested in grass root level development then automatically grass Root level changes takes place by meeting the needs of people .When we look into the past time series information it has contributed more on centralized power vested and less emphasis was given for local development .It is like throughout of 20th cen significant changes initially responding to the disorder of early capitalism which in turn again lead to economic crises in 1970's in Texas.It is noted that over two decades ,liberal democracies have been experiencing a significant transition in political organization and again affected almost all accepts of socio and economic activity within countries.During this tenure even basic weakness of neoliberalism as the national level is also evident at the local government with socio economic environment.

Special districts requirements in Texas is not needed because all existing one can be taken into consideration all new regulations when building up governance in local development it can be implemented to the existing one itself.For example,In Austin or at Dallas,one of the district of Texas if promoted with socio-economic infrastructure like health,education etc then if the powers to mitigate these infrastructure if it is decentralized then over all development would take place at grass rot level.
