meta position and 3rd position in bi-substituted benzene are the same position.

And 1-Methyl-3-nitrotoluene is incorrect option.

Why wrong ? because toluene is methylbenzene, and according to IUPAC nomenclature system, we can't write it as 1-Methyl toluene .
