As logically speaking it should be controlled by the congress by the fact that its founded by them

Lets come to the fact who should control it

As per my openion it should not be controlled by the congress rather leave it independent

The reasons for this are as follows

The basic reason is the control over the inflation. As we know that the influence of political business defects the flow of inflation
The chance of govt debt is more and hence there will be increase in tax
independent Fed can overcome the temptation to use monetary policy to influence elections
Involvement of politicians in the monitory policy creates problems
The Fed should work with their independent responsibilities and vision
with congress control over the Fed there is lot of increse in tax
