• good governance,
• the effective deployment of new technologies.

• Aid does not reach to the poor
• The developed countries protectionism destroy the quantity if aid that is received by developing country. Also, the developed countries provide aids to get the access of the poor country market for their good
• Large projects or massive grand strategies often do not work as their requirements are of basic characteristics.

Ans.) Yes. Because as Moyo says;" The debate about foreign aid has become farcical". It is necessary to understand the aid that America supply to Africa. The present condition of Africa requires aid from the developed nation of the world. Hence Easterly/Mayo or Sachs debate hold true.
