1. Executive orders are the orders which are issued by the government heading the executive part of the arrangement( executive, legislature and judiciary). In the US the President issues the executive order which has equal force as a law.
Executive Order can be issued by the executive boss to its executive departments. It mainly affects the executive departments of the nation.
2. An administrative agency is an agency which is formed to implement the laws and policies formed by the legislature. It helps in the process of governance. It helps in public service. It is an effective tool to get feedback from the public about certain policy so that changes can be made in next legislation.
3. In a nation, there are a lot of interest groups which exists like NGO, corporates, Trade unions, etc. Interest groups help in policymaking by providing feedback and even highlighting the problems which are not seen otherwise by policymakers. Interest groups act as a check on arbitrary use of power by policymakers.
