What should be the role of managers in allocating resources at the micro– and macro–levels? What can be done to reduce the likelihood that ethical problems will arise?
,1 At the micro level,policy involvement relates to the micro organisation of health systems and their organisations.One of the biggest issues managers face is about acess for the disadvantaged.Managers need to increase physical,financial,psychosocial,cultural and administrative access to the disadvantage.They also need to look at the attitudes and awareness of providers,with a need for education about inequities and their impact on health and empowerment of staff to address remedial factors
At the Macrolevel managers need to work to implement policy to reduce inequity.Managers must have commmitment to equitable resource allocation.There should be policy to redistribute health resources from urban to rural settings. Managers need to work for the redistibution of resources to achieve equity ,possibly through means of subsidy.
2 The role of medical managers is not just about health promotion they have more obligations such as their leadership role in intersectoral action,ensuring services provide universal coverage,distribution of resources according to need through financial and organisational policies and strengthening community based care.Thus the managers can reduce the likelihood for ethical problems.
