Washington and Oregon according to Koppen Climate Classification come under continental climate in its West and Dry semi-arid n the East. This characteristic division in these two states is because of the following reasons.
1) Both the states are divided into their halves by a North-South trending Cascade Mountain Range. (Highest Peak in Washington - Mount Rainer: 4392 m and Mount Hood in Oregon: 3428.8 m)
2) Monsoon winds originating from the North Pacific Ocean are traveling towards East in North America.
Now that we know that Monsoon winds are originating from the Pacific Ocean, they are blocked by high rise Cascade Ranges. This leads to precipitation in the western region of Washington and Oregon and thus the region in the East is under rain shadow zone by Cascade ranges i.e not enough rain carrying clouds cross the Cascades. Therefore the precipitation is less in the East and eventually sparse vegetation.
