This is a goal of Tennessee Department of Education.. The goal is 75% of the Tennessee thrid graders will be profecient in reading by 2025. Current Grade 3 Reading Proficiency baseline is 34%. With the learning priciples being developing expertise and capacity, continuous improvements, resources and learning opportunities and with multi faceted statewide campaigns, the goal is likely to be met. Vision is also quite good and long term. Providing daily opportunities for all students to build skills-based and knowledge-based competencies can accelerate the development. With great support and coaching network, students are expected to have independent reading and reading conferences.

Read to be ready coaching network is also spread around in between 90-100% of the area. More access to quality materials helps develop learning mind. The timeline for new adoption is also kept quite systematically and expected to be launched by the end of 2019. During summers only in 2017, readings increased by 3%. As per this growth for summers 2017 alone, the expectation should be around 85% atleast by the end of 2025. Current goal is quite low as per the efforts that will be put in. Setting a high goal or target motivates to achieve a bit less if not the goal itself.
